Subject: Reserve Bank of India (Commercial Banks – Responsible Business Conduct) Amendment Directions, 2025

Gist:

Banks shall provide following minimum basic services to BSBD accountholder.

(1) Deposit of cash.

(2) Receipt of money through any electronic channel or deposit / collection of cheques.

(3) No limit on number and value of deposits that can be made in a month.

(4) ATM Card or ATM-cum-Debit Card. Further, no charges shall be levied.

(5) Cheque book with minimum 25 cheque leaves per year.

(6) Internet and mobile banking facility.

(7) Passbook or monthly statement of account in lieu of passbook, either in print or by email, as per request of the account holder. .

(8) Minimum of four free withdrawals, including transfers and ATM transactions (done either at the bank’s own ATM or another bank’s ATM), in a month.

Additional Provisioning norm of 3% on exposure over and above NPLL to specified borrowers has been withdrawn.

Additional Risk Weight of 75 percentage points on exposure over and above NPLL to specified borrowers has been withdrawn

Subject: Reserve Bank of India (Commercial Banks – Credit Risk Management) – Amendment Directions, 2025

Gist:

A bank may maintain current account or OD account without any restriction in case of customers where the aggregate exposure of the banking system to the customer is less than ₹10 crore.

In case of customers to whom the exposure of the banking system is ₹10 crore or more:

  • A bank may maintain current accounts/OD provided that the bank has either: (i) A minimum 10 per cent share in banking system’s aggregate exposure to the borrower; or (ii) A minimum 10 per cent share in banking system’s aggregate fund-based exposure to the borrower.

(2) A bank, not meeting the eligibility criteria, may maintain only collection accounts.

Reporting of CRR and SLR timing is changed from the alternate Fridays to 15th and last day of the month.

Authors Note: For shortfall in CRR and SLR of 3 days or less a rate of Bank Rate + 3% is charged by RBI while for shortfall of above 3 days a penal rate of Bank Rate + 5% is charged.
